A nation having or not having a weapon doesn’t determine if they get that weapon
There are many examples of this and it is mostly for balance
What we have in game is NOT AGM-179 (JAGM) which is just a new warhead on hellfire motor (its heavier warhead with maybe better aero for similar or worse performance) which is the one that was adopted by US and maybe soone few more
What we have is JAGM-MR with a new seeker (thus we have IR) and some bigger motor, that just lives on brochures by manufacturer and claimed ground firing. It has not been adopted by US (or anyone for that matter) has seeker that nobody seen (cough cough KH-38 copers).
Its inclusion in game is purely based on vibes so we might aswell extend the vibes to other nations with same helicopter package

I have no idea where you getting these numbers from. A while ago i did some math based on the numbers in game and brochure that would make with your number perform significantly worse as i means no sustainer
Boeing explicitly states AH-64Es are compatible with JAGMs.
And LockMart states even AH-64As can fire them with a software update.
The Chinese AH-64E however doesn’t have LDIRCM.

Then the devs should go through the other tec trees and add weapons that are compatible with their aircraft that the nations didnt purchase.
They already have.

i wouldn’t say a rule more like a excuse the devs use arbitrarily when it suits their narrative then pretend isnt a valid reason to have a weapon added when they feel like denying something.
