1, 2S38 target search system
The 2S38 has automatic target locking and tracking capabilities, is equipped with thermal imaging, laser rangefinder and laser guidance systems, uses infrared systems instead of radar to detect and track airborne targets, uses A fan scan mode to detect aircraft up to 12km, it can detect A-10 attack aircraft at a range of 6400m to 12300m. Small drones were detected in the 700-4900m range.
2, 57mm guided projectile
Unfortunately I know very little about it, but presumably it is laser-guided like traditional Soviet/Russian gun-launched missiles, pictured below.
According to datamines the 2S38 laser rangefinder limit will be increased to 14,900m.
Although, I don’t think we’ll see much advanced track system like you mentioned.
Guided projectile won’t be exclusive for this vehicle and I doubt Gaijin will work on this with no information. Maybe some vehicle else.
I may not have been clear enough. The infrared system mentioned here is more focused on search than locking. As for the guided projectile, with its caliber of only 57mm, its penetration depth and effect may not be very good. I would rather consider it as an interesting toy.
First it should be moved to 11.0+ where it belongs.

No, the 9040C would stay where it is and the HSTV-L should be moved to be either the same BR as the 2S38 or 0.3 BR below. One vehicle moving up =/= other vehicles are required to be moved up.

How would the 2S38 moving up (especially after getting essentially a search radar and guided ammunition) cause the 9040C or HSTV-L to go up? Especially since they are already worse than the 2S38?

Not when the pen is so much worse (the 2S38 has 1.324x more pen compared to the 9040C, meanwhile the HSTV-L only has a 1.227x advantage over the 2S38).

148 uninterrupted rounds is better than 120 rounds that you have to restock every 24 rounds, yes.

Again, the HSTV-L has a worse pen/reload rate ratio and the 2S38 can pen virtually everything that the HSTV-L can.
When the 20% is less than the 2S38’s advantage over the 9040C and the HSTV-L is at 11.3 rather than 10.7, yes.
The HSTV-L’s trolly armor is at best unreliable, the silhouette is not that small, and the acceleration would mean something if the maps weren’t favored to the Russian CQC doctrine. The 2S38 is on par all British MBTs, Israeli MBTs, Russian MBTs (except the T-80BVM), half of the Chinese MBTs, half of the Swedish MBTs, all 11.3+ American MBTs, virtually all Italian MBTs, and most German MBTs.
