Yes, however there are future potential additions. Similar thing happened with the Hungarian subtree addition where both ground and air lacked unique additions for awhile.

Japan has basically zero competitive CAS… This also fills some holes in the tech tree, like having only one rank 7 option currently. (F-4EJ) Also eases rank 6 grind (many say it’s bad, but i disagree)
