Effectively the same pen due to Abrams and Type 90 weakspots, similar fire rate. The only real difference is 9040C is slower.

Considering everything got moved up 0.3 at that BR, it doesn’t really count.
Before it was 10.0 and should have been 10.3-11.0.
Now it’s 10.3 and should be 10.7-11.3
Still likely one of the most effective IFVs in game and I see them do extremely well still even in 12.0 lobbies.

Every light vehicle that wasn’t moved up by 0.3:
Desert Warrior, CV9030, Strf 9040B, M3A3, Begleitpanzer, etc all stayed the same BR.
2S38 is as effective as HSTVL for the BR they are.
2S38 should’ve never been anywhere close to 11.0, it’s not an HSTVL.
Also the fact that you want 2S38 to go up more is textbook movement of goalposts.

Considering the desert warrior should never have been 10.0 to begin with (was several requests last BR change for it to go down in BR) . It’s now at the correct BR. Can’t comment on the others, but wouldn’t be surprised if the same is true for them.
Instead of moving them up and then back down again, they remained where they are.
Point remains…no reason for 2S38 to be as low as it is
Again 90% of 10.3 ground USSR is uptire… Until thats changed 2S38 shoudl stay where it is… Like I have feeling noone is actually playing that rank and just cry about it
2S38 isn’t low, it’s where it should be.
Now, whether or not Strf 9040C should stay at 10.3 is up for discussion.
Strf 9040B is 9.7, and 9040C still remains the closest vehicle in offensive capabilities to the 2S38, especially with the turret rings of Type 90 and Abrams. 9040C currently is largely just slower.

9040C is only limited to 24 ammo in it’s first stage stowage, unlike 2S38, 2S38 is able to lock on planes.
2S38 is a superior version of 9040C, but their BR’s are same

24 is a limit for aircraft, which you won’t be shooting since it doesn’t have IR tracking [IRL nor in-game].
24 is more than enough for over 5 tanks which… is impressive if you run out of ammo after 5.
Lock onto planes is not superior for the BR as M247 does that at a significantly lower BR with a search radar.
Multi-role doesn’t make tanks better otherwise Abrams would be a higher BR than 2A7V.

No, it shouldn’t have a different BR just cause it has lower BR capabilities.
BR should always be PEAK performance.
Where would you put 9040C?
Even if it’ll get a smaller BR, it won’t matter since people will take it in setups with leopards
2S38 performs just like HSTVL, but it gets a whole BR down for no reason whatsoever.
There’s a reason why a lot of people complain about it.

HSTV-L is better overall for AT stuff.
Admitting the 2S38 is at the right br right now is like saying that the ariete AMV is on par with the 2A7.

HSTVL is double acceleration, 13kph faster top speed, slightly smaller with better gun laying, better optics, and the best round of the auto-cannons.
The exclusive downside is thermal generation which largely doesn’t matter.

Neither of which matter because in the anti-tank role you don’t need much ammo.
I’ve yet to consume more than half the ammo in HSTVL in any match, and I’ve had a 6 frag match on Cargo port [one was a helicopter using APFSDS].

Ok 2S38 get like one extra features , an IR tracking for aircraft compare to the 9040c
This is false , the HSTVL is definitely better for AT stuff , especially considering it acceleration and size. And a lot of russian stuff are not on par with their peer so this is outright wrong

It is easier than admitting the latter, cause 2S38 balance by 10.3 line up for russia is pretty damn mid along with getting constant uptier and the thing is annoying at best and being a big boxy IFV at worst. Sure no other nation have a “counterpart” to it , if you want that but it downside make it enough to stay at 10.3 , moving 10.7 would also be ok. Both could work but 11.0 is a bit too much
