32 countermeasure will never be enough, not even in 1v1s.
It does not matter how many players are on each team.
No amount of countermeasures is enough, question is not about how much is enough, it is about how much is usable. And in a 8v8 lobby, 32 countermeasures will be usable

Purchase is irrelevant because realism is all that matters.
