Cause it’s a plane at a BR where nobody else has flares nor missiles whatsoever.
9.7’s might JUST have two aim9b’s and atrocious flight performance.
The MiG21S has four r3r’s which are great at low altitude against 104s ant t-2s, and the flight model of the MiG21MF.

There are 14 9.7BR jets in this game, and only two out of 14 have AIM-9B as their primary weapon.
One has no missiles at all(MiG-23BN)
There is only one 9.7BR jet which has two AIM9b’s as weaponry, Milan.
T-2, T-2 Early(Premium), AV-8S Matador, F-6C are armed with AIM-9J/P
AV-8A, AV-8C, Harrier GR.3, Jaguar GR.1 are armed with AIM-9G
MiG-21 SPS-K has the capability to use two R-13M1, R-60 or four R-3S/R-3R
MiG-21S has four R-3S or R-3R
F-104C has four AIM-9B, Milan has two AIM-9B.
