Its possible, but Id not bank on an F-18. F-15 would bump 3 nations, F-18 only 2. I see F-15 and Sea Harrier FA2 and then maybe F-18 at some point in the future

Unfortunately, that hasnt stopped them thus far. F-15 would give US, Israel and Japan something.
