Actually it wasnt supposed to be on top but the hole was widened and the second gun was added to the side. if the devs simply removed the devider inbetween the guns of the turret and also made it that the guns could elevate seperatly then it would be more historicaally accurate. the second 37mm on top was to unpractical since the top loader would have to expose himself making the turrent useless for him.
