they are not the same, and type 91 not using UV. they are using visible light and IR then changed to IIR

kinda surreal actually, since this is the only way Japan can even useful as AA while other have even better missile and even have radar with it.
Stingers do not use photo contrast mode they use a dual mode IR/UV seeker which doesnt work the same way. photo contrast seekers track targets via the targets visual contrast against the background, IR/UV seekers track the target via IR but then use UV reflections to determine what is the target and what is a countermeasure. (as I understand it a flare would have very little UV return but a plane would reflect a decent amount of UV light from the sun giving it a much higher UV return) FIM 92K uses a vehicle datalink rather than any optical seeker at all so its just entirely wrong. Also type 91 missiles are not stinger, they are domestic Japanese missiles although weirdly it seems that they also use IR/UV seekers so im not sure why they received photo contrast but stingers didnt
no. Japan or in this case Type 91 missile did not use UV. they used IR and Visible light, and changed to Imaging InfraRed (IIR or Thermal Imaging). so no they are not the same

Stinger seekers don’t use contrast locks, like the Strela and Type 81 do. Type 91 SAM isn’t a Stinger; it’s BASED on a Stinger but it’s a japanese domestic design meant to improve on the Stinger. It has a dual seeker mode which allows it to use contrast or IR lock.
Your criticism on the Stinger K is accurate, the datalink should be present, but a contrast lock is not something it should ever get because it never had a contrast lock capability IRL.
