It is only active for all BR’s in Ground Realistic mode. For Ground Arcade it is only required if your lineup has an 11.0 BR’s or higher vehicle. 10.7 BR and below Ground Arcade it is not active nor required.
It is also not active nor required for Air Arcade and Realistic unless your lineup has a vehicle over 11.0 BR.
They are planning on lowering the BR thresholds over time:
You can test it for yourself, I already have. Ground Arcade cutoff = 11.0 BR. Air Arcade+Realistic cutoff = 11.0 BR.

This update was like 10MB for me, i think there is something else that has gone wrong perhaps. Like for example file corruption and the file verification needed to re-download some files to fix it.
I seen others posts that’s said they had to update

Once in a blue moon and with no discernal pattern. Steam will just randomly decide to practically re-install a game instead of update it. Ive had random times where what should be a small update is nearly the size of the entire game
(though note, not had that for this update)
Fix anything other than fixing the actual issue.
Oh dang, I have never used Steam with WT, been using WT launcher since I started ~2014 😅
