And I don’t have my old PS :D so I suppose the only options are, be Free to play till acc transfer come back, or just start over and disregard the 8 year time sink, nice.
What you could do is try buying trough the Gaijin Store, maybe just the cheapest GE amount to test if this would work, (maybe also with am CC Link to save 3%)

You are allowed to purchase GE in our PC store. Only packs are blocked for console accounts.

i can’t even buy GE with my ps4 account through the pc store it just tells me An error occurred during processing your transaction.

That’s not related to your account being from PSN, looks like some issue with your PayPal account. You have to contact your bank and ask why your purchase attempts are declined.
Just to confirm, can I buy packs like planes etc on the PSN or gaijin store, (like the F-5C) activate them using a console and they will be available to use on my steam?

You can’t use PSN-linked account on Steam. But in the PC-version via launcher you will see your console purchases, yes.
