Quite frankly untrue. It had been originally at 8.3, it was quickly rised to 8.7 (+/- a week or two after its introduction), then to 9.3, and to 10.0 at a later date, where it sits to this day.
So its design is still centered around survivability… and at 10.0… I think it has characteristics that make it suitable to retain there.

My 2S38s APFSDS has never had any issues with “not penetrating fully”, how does your M774 have problems?
It has its moments, but its not as reliable as the Type 89 IFV with APDS rounds and sits at 9.0. That thing can do so much better than the CTWV RCV lol
BMP-2M and M3A3 can stay where they’re, PUMA in other hand should be or lowered or, along with all others auto cannons lower than 57mm a reworked damage logic,
Sometimes, even with the said so “broken BMP-2M” I find myself in a situation where the 2A42 doesn’t little to no damage and then I have to use more than 10 rounds to destroy a MBT for example.
PUMA is even worse, the low firing rate cannon doesn’t really help, despite a unmanned turret, I don’t find comfortable even in a hull down position because I know that I have to be nearest possible to be able to do damage.
From all of this, only the Type 89 is the best option, despite having missiles, in my opinion they’re just worthless as they’re hard to guide, and mostly of the time I just use it where the entire tank is covered.
It so hard to play when you can’t pin anything fast even if you are on the side and the armor are bad and the spike are useless also it full of bug
1: the optical lock for the spike don’t probably unlike the vilkas
2: the APS didn’t work like real world also it useless
3: and the spike can’t lock is the luncher was block by something again unlike the vilkas
The Normal puma is bad enough at 10.0 and now this puma vjtf is just regular puma with 4 useless spike have 0.7 BR higher while the 2s38 sit 10.0 and it can pin the front armor of the leo2a4 not Russian bia gaijin
Both the Puma VJTF and KF41 should be 10.3. 10.7 is an insane BR for the two vehicles and Spike’s do not justify it being 10.7. Spike’s have poor guidance that track poorly and very rarely actually kill its target. SALCOS/Laser Guidance is vastly superior to the current FnF missiles due to the failure of the game’s implementation and flight path of them.
i think they are fine where they are now, if they are gonna go down they could stay at 10.0 and 10.3.
PUMA was good before because it used to survive and resist lot of things, thats what made it special, the side armor on it was good and it had very good survivability.
Then Gaijin did Gaijin things and now PUMA stop being PUMA and now its a regular light tank and will get oneshoted every time.
Today i saw a Namer tanking like 3-4 shoots from different teammates and still being alive and being able to drive, but no attack because gunner or turret disabled i guess, but the survability on that thing was awesome.
and i said “Damn, PUMA used to be like that before…i miss that”
It has 3 years since it was 8.3 and with the recent addition to the 11.3 premium vehicles, you’ll most of the time get pushed in a uptier with vehicles like M1A1 ‘Click bait’ or T-80U-E1.

Ive got my puma VJTF and i have to say its a bit overtiered at 11.0 and i would just like it to sit at 10.7 where it will strugle less as in it current br it suffers and with this stupid anti flanking bullshit its even worse and another big problem is this thing moves like the leapord 2 with its massive weight and doesn’t even do much for me other than just fucking dying and i cant say the same for the PUMA regular as that version is very good for its br and doesn’t struggle much as the VJTF and i would think it do good in 10.7 also in arcade i think it should be lowerd to 10.3 and the regular puma at 10.0
After getting my hands on it, I can confidently say that it is GROSSLY over-tiered. It sits at a BR where it simply can’t do anything useful besides scout and take pot shots with its useless Spike missiles. It’s slow, you can’t flank in most scenarios, 30mm autocannons in this game are a pathetic and AHEAD is still not working as intended. The VJTF should be 10.3 max, and PUMA should be 10.0 or 9.7. Just lower them down to a BR where other IFVs are common. 11.0 is a joke for an IFV in the MBT infested top tier meta.
I only see IFVs working in top tier if they added stunt mechanics to the game that would allow for some counter plays in the head-on COD size maps, otherwise don’t even bother grinding or playing the VJTF, I’d rather put the Begleitpanzer in its place.
So pretty much like getting CAS’d: Fuckall you can do about it when someone is lobbing long range munitions at you that your only protection against is not being there in the first place
