Not how the game is currently designed or implemented, ARB and sim matches are dictated by who causes the other team to loose all players and incur ticket bleed, this has been the standard after the myriad of base bombing nerfs that gutted their ticket impact.
You can kill all ground targets and bases and you will not incur enough ticket losses on functionally all maps to win, this is a moot point.
I have never seen a activity timer stop a airfield camper beyond someone just J ing out and sitting in the map screen. I myself have been able to drag out matches for upwards of 15+ minutes while never leaving the airfield to begin with so this is very much so a issue.

It was not part of the game to begin with, it was added to appease people who wanted to camp and use the airbases as crutches, such should not have been added in the first place.
Cool, the airfield rolands don’t use Roland 3s, they use Roland 1s as they are stock French Rolands, this comment is irrelevant.
