If we assume the brochures are authentic (and correct, i.e. no fake information from the manufacturer due to some information being classified), and assume that Su-32 and Su-34E are the same and should have the same max speed on the deck:
Given that the 1100 kph figure is listed for Su-34E/32:
1- Without external stores
2- With only 4x AAMs
3- With 4x AAMs + 6 bombs
It’s very much possible that the limit could be structural …
That would mean that the wing rip limit would have to be lowered to around 1.1 * 1100 kph = 1210 kph in the game …

Well, the Su-27 family seems to be having a 1.1 multiplier.
Su-27SK manual specifies a 1400 kph max speed due to structural limit.
Su-27/Su-27SM/J-11 get a 1540 kph wing rip speed in WT. So a 1.1 multiplier.
