That is why small nations use them predominately. That is why small Western European nations use small delta canards like the Typhoon, Gripen or the end up buying F-16s.
The typhoon was a fighter developed by multiple small nations that could not afford to develop a fighter on their own, that is a fact. The French & Swedish at least could do this by themselves.
Even Israel decided against using their own 4th generation delta canards they developed themselves in favor of American Air Superiority platforms like the F-15 & developed technologies into their unique F-16s. They sold their 4th+ generation Delta Canard design specs (US helped create) to the Chinese & thus, the J-10 exist.
Small delta fighters are needed entirely out desire of lower cost to produce & maintain. Rather than potential combat capability & projection of power. That is why all of them are now transitioning into the F-35 as their 5th generation answer instead of developing their own.
Not quite so, in the USSR there were five independent types of armed forces (RVSN/ARMY/NAVY/Air Force/ and Air Defense Forces)…In service with the air defense were (1992) _Su-15 /MiG-23M,P,MLD /MiG-31 and 10 regiments on the Su-27 more than in the Air Force…their main difference is the guidance system (the later Western equivalent is the Link-16)…these are very expensive Combined Air Defense systems, as well as the CSTO countries, which the MiG-29 does not have. Also, during the collapse of the USSR, most Air Force regiments remained in the former Soviet Republics and regiments being withdrawn from Europe, and most air defense regiments in Russia…so the choice was obvious.
