Not strange at all. You need the motor to run to be able to use thrust vectoring. Rolands do the exact same (TOR aswell)
9M331 doesnt have thrust vector, only 9M338

Doesn’t matter that it has no thrust vectoring for it specifically since it remains at optimal velocity during its entire flight for maneuvering unlike missiles like the Pantsir, ADATS, etc which lose a lot of control at long ranges
