If it doesn’t fly again then it is downed. It may not be a loss, but it still is one less plane flying.

The F-15C pilot said he was doing a steep defensive maneuver and then the Iraqis lost radar contact which is why they thought it was shot down.
There are also no serials known of so I cant check if it flew after

they had but they all were on worse airframes for the 120 meta than the US
Germany had it on the worst rank 8 Airframe
Isreal had it on a F-15 without any DL channels and on their F-16 they had the Derby
France didnt had anything with the AIM-120
Britain, Sweden and Italy all had it on the Gripen which has bad acceleration and low top speed
the only nation, besides the US, that didnt had it on a subpar airframe for the spamraam meta was Japan

what about japan which had it on a better f15C?
so 2 out of 10 nations had the competetive combo for the meta at the time, great
france had an f16 with amraam and a better flight model than the f16c

they have added new missiles with basically no stat difference, so adding 1 that’s less than 10% better is nothing new

yes it is a slightly worse platform but the Japanese f15 was really the meta not the US one
and then when they added f15e the f15i was slightly better due to the added countermeasures
then EFT and ralph came and were meta
during the entire time frame the US didnt have the best plane for any update for some of them they weren’t far behind but never were the best
Better FM, in exchange for a worse radar, worse engine and no HMD.
…and to have access to MAW you have to give up 2 missiles
i honestly think for most players if they get killed by a US plane then to them the US killed them regardless of if the plane is actually in the us tree
the HMD is the biggest downside
despite having a worse engine the thrust to weight ratio is functionally the same at normal speeds due to the increased weight of f16c
and in exchange you get MAW and iirc extra countermeasures
His point relied on the strength of the missile, not the airframes. We can discuss that as another cause, but that wasn’t his point.

It got fixed, knowing Gaijin, that could be perfectly not fixed by today if it wasn’t for player’s pressure.
It still is a 4th gen platform that has decent instantaneous turn, decent speed and a functional radar, all that you need to ramp kills on ARB.
Now its time to say Japan bias too i guess? lol.
which is interesting because a lot of the time there is an export version that is slightly better than the US tree one
