I’d love to balance purely through capabilities, trust me.
However US top tier would be hit equally hard as top tier Russia seeing as the IPM1, M1A1, M1A1 HC, M1A1 AIM and M1A2 are all undertiered capability wise. The only thing that keeps them at their current BR is poor statistics.

Bro i literally shot all 5 crew member positions and ammo. And nothing happened. Why do all the other tanks in the BR have to worry so much about aiming for weakspots (full broadside shots are crippeling for NATO vehicles) while russia can just point and click?

youre also ignoring the fact that in the post i said at least 5 other players directly challanged this guy and died to him ( some of them were even 11.3 vehicles), he was the top player on the enemy team with 9 kills! Despite literally just Pressing W and point and clicking…

You never fired at the autoloader, only at the crew; you had two missed shots (firing without even looking); the third shot went into the air inside the tank and the fourth shot finally destroyed the tank, but none of them were aimed at disabling the turret, none were aimed at the autoloader; if you’d kept your calm, the second shot would have hit the autoloader and destroyed the tank. That’s not to say the BMPT isn’t powerful, but it isn’t overpowered; it’s a good vehicle.
Dont think i didnt notice you ignoring the damage model testing too. If you dont believe me do it yourself.
the 3rd shot literally went into the 3 drivers crew compartment and turned one of them red despite the dart PHYSICALLY GOING THROUGH THE DUDES CHEST. WHAT ARE YOU SAYING??!
And again i ask you… WHY does every other nation have to worry about fishing for a tiny weakspot on the side of BMPT and other Russian vehicles when they (NATO) can just be center massed and completely crippled.

By that logic we can just take the T90M and put it at 11.0 as well. The current implementation of the BMPT literally takes the best part of the T90M, adds 2 crew and removes the entire weakness of the turret. Acting like the BMPT doesnt have the best protection by far in its BR if not the entire game, because it has some weakspots is such an insanely dumb argument
If we slapped a Puma turret on a 2A7V hull would that thing be balanced at 11.3 as well then?

You fired at that spot, at the fuel tank; the crew are in the middle of the plate on the right-hand side of the clip, so it was a bad shot
You are so badly cherry picking and reaching . There is 0 reason any nations vehicle should survive 4 shots from a dart into its side along wit several other players with capable rounds being able to do nothing to it. I dont even care if thats how it performs in real life (which it doesnt). That is lazy and bad balance and vehicle design. PERIOD
every other vehicle in the game gets at least something crippled by shots like this. BMPT: all you do is turn the crew into homer simpson.

also id like to say i did keep calm… my life is not at stake here, its a video game bro… i shot 4 shots into the side IN DIFFERENT PLACES and it didnt die. Any other vehicle in the game would die to this… Even a MAUS would. And this kind of performance from the BMPT is seen ACROSS THE BOARD. I am not the only one as @SadRIPer has shown several times now.
I’m not cherrypicking at all, I just took your example and proved that you missed the tank every time. How can you say the tank is overpowered if you missed all four shots? You can take down a BMPT in one or two shots, if you have the patience, and I’m not a great ground player, but the BMPT doesn’t bother me

And this happens with lots of tanks Leopards, M1A2s and others where the shells seem to vanish into thin air; it’s something that happens in the game (because, yes, this is a game) and you have to work around it
You can also take down a Leopard 2A7 in one or two shots, doesn’t mean that it should be 11.3 tho.
