Yes, they’re easy to kill side on (thats not my point; the BMP-2 is good at flanking) but frontally it struggles. In most engagements, you’d face their light tanks against yours, not side on.
it really doesnt against marders and type 16, i easily kill them with bradley let alone bmp2.

Against the light tanks you listed i can assure you it doesn’t, the Marder maybe but one hit to the paper turret and the ammo explodes taking it out. Moat IFV’s are blinded so again i dont know how you aren’t killing them with the better BMP. Again it may just be you ate incredibly unlucky but the BMP-2 is good at hunting other IFV’s now BMD-4 and BMP-3 from over 500m AP-T cant hurt them but apds can. Imo all the soviet BMP’s are under BR’d. Why should the BMP-2 be .3 from the BMP-3 with thermals and a barrel fired missile and LRF?

One of the even more accurate one is the main cannon of XM800T, I find it is actually a better AA than most SPAAs as not even modern jets will survive diving on this thing or fly past it. If we have an SPAA with this calibre of accuracy and firing rate at 7.0 I would be totally into it lol

Yes, it has 93mm of pen but that’s about it. It only has a single cannon with meh fire rate so it’s already pretty bad at AA duties, while it’s crew is also criminally exposed and will die to any MG fire which isn’t ideal.
Putting it at the same BR as the Gepard would be laughable.

Well like the DCA40, at 7.0 it does not have a lineup so it should be lowered to 6.7 where there is one.

DCA 40 doesnt have a replacement vehicle like the Kugel. Im fine if the Kugel gets reworked because it should by no means tank a missile when many ifv’s cant. Again the reason it went up is both because of its AT function and that it was the best 6.7 SPAA bar none. The Praga is 5.3 worthy if the Kugel sits at 6.7 because the Kugel has good armor.
