They have no choice but to do this. Otherwise they would have to strip russian vehicles. The-72 and T-80s in game “could equip” thermals but most of them never did. Most of them are retrofits (very recent ones after getting their … handed to them). So they have to do this, so they don’t have to strip russia of most of its tech.
The only T-72s in WT with thermals are T-72s equipped with thermals from the factory.
All but 1 T-80 with thermals are equipped with thermals from the factory.
T-80B’s thermal imager is a drop-in used in select in-service T-80s for testing.
Gaijin removing F-5C’s flares would remove zero thermals from T-series tanks.
