The old rule was better and to this day any foreign service ship could have been moved in some form to another tree.
For example Artevelde should have been in the Belgian tree because why did we endure so much unnecessary copy paste in the name of sub trees.
Jean Bart is a premium instead of Normandie class > backlash > devs hesitate to give Littorio class premium > looks at Novorossiysk > abolishes a rule
Developer comment: The arrival of the Giulio Cesare (already present in the game as the Novorossiysk in the USSR tech tree) marks a shift in our approach to adding new ships. Previously, our policy was to include each ship in only one specific configuration; if a vessel had undergone multiple refits, only one version would make it into the game. Since this rule sometimes prevented the inclusion of highly interesting configurations, we decided to revise our approach. Until now, Italy was the only nation in the game without a top-tier premium ship, and the Giulio Cesare, in its original Italian configuration, is the perfect fit for this role.
Well, I hope this means we’ll finally get the Arteveld in the Belgian part subtree soon, as it was previously added to the German tree as the Lorelei meaning it couldn’t be added under the original rules .

“we are running out of high tier ships that can be sold as Premum/Pack money grabs. Additionally we have to placate players who don’t buy these and so we can add cheap (not quite-) copy paste tech tree versions.”
Now how about extending it to lower tier captured/interred/war reparation/resale vessels too?..

Is there something wrong with premiums being copy-paste? Not claiming Giulio Cesare is copy-paste, as that’d require study before making any statement.
Means more unique vehicles as tech tree, and updates see the vast majority of tech tree additions as unique.
Rule of the single vessels aside…
May i say it’s quite hilarious that a ship that is one of the most historical, fought in the war, had service and was build all by italy is a premium pack while the country that gets it post-war…gets it tech tree?

Gaijin prioritizes what’s profitable to them over logical placement in TT, sadly.
They did everything to make Russia a WW2 naval powerhouse. While there wasn’t anything irl. They succeeded.

First time? We see a few instances of this in naval TT’s, one is TT the other prem, similar is WWII in one nation as TT but post war & prem in another.
Not like you can change it, unless you want say Novorossiysk in the Italian TT just before it was sailed to the USSR from Italy after refits from the Italians.
Heh the French Chateaurenault class destroyer, now there’s a real funny one, Ex Italian Capitani Romani class cruisers equipped with post war French torpedoes, Swedish LAA guns, new engines & post war radars (of course WWII German HAA guns as main battery). Sadly no Chateaurenault for Italy but we may get the Scipione Africano as a premium now.
