The dart is genuinely worse than some 105 APDS, and worse than 90mm APFSDS made a decade before it. Does it get worse damage too?
Have you also considered that Gaijin has at least one wild card nation that gets something on something before anyone else gets it?
The chieftains should not be moved up without a buff. Lowering the reload would suffice. Moving up will have a consequence of fighting constant uptiers. If its gonna fight a vehicle such as the t80UD and the 2s38. Then the Swedish ifvs that pen it everywhere. Not to mention they are not an equal to other 9.3s in terms of speed only matching in raw shell power. No thermals, bad scopes and any penetration will hit the ammo in the back. Lets be honest in the current 9.0 br bracket it is doing fine.
The 2S38 despite being an SPAA, is a multi-purpose vehicle in the game. It does it all and fulfills all roles in a single vehicle.
It can be a TD, a SPAA, a light scout vehicle, etc. It is the only vehicle in the game that can do all of it at once and not compromise in the slightest. The Begleit is a mediocre IFV and does nothing particularly well. How can you even begin to compare a 1970s prototype vehicle against a modern 2010s vehicle?
If the 2S38 was historically accurate, it would be relegated to just being a mediocre SPAA similar to the OTOMATIC, no APFSDS, limited APHE and no HE-VT only HE-PF, it never had access to HE-VT.

btw 3bm25 is wrongfully depicted in game, its modelled after 3bm20 afaik

F-5TH TCU (13.0) → 12.7 in ARB.
This plane has ARH missiles but only 2, also it has 2 IRCCM missiles in addition to 2 ARH (not the best at all in ARH quality). It also has lack of speed and old airframe outclassed by it’s enemies. F-14A Early can take 6 Phoenixes and placed on 12.7 with better aiframe at all. I suggest lower the BR for F-5TH TCU on 0.3. It won’t ruin matchmaker at all because of it’s weak sides anyway.
F-20A (12.3) → 12.0 in ARB
This is the same case as with F-4EJ Kai, but it has slightly more agile airframe but only 0-2 SARH and 2-6 IR missiles and lack of speed due to it’s weak solo engine.It outclassed by it’s enemies right now, it will be okay on 12.0 with good radar and 2 SARH.
F-16AJ (12.7) → 12.3 in ARB
This plane has good flight model and radar, but lacks of weapon - only 2 SARH (AIM-7F) and 4 IR. F-14A Early and F/A-18C Early has as good model as F-16AJ, but extremely more in number and better in quality weapon at the same BR (Phoenixes and AIM-7Ps). With only 2 middle in it’s abilities SARH missiles it will be in place on 12.3.

They added the 2S38 back when self-programmable AHEAD-type shells weren’t implemented yet, so Gaijin made this round up out of thin air to make this vehicle more tempting.
