Reasoning:
If we take planes at 14.0 such as F-15E/15I, F-18C, F/A-18C Late as a prime examples of 14.0 aricraft, then in comparison with them Su-30SM is arguably on par and not way better like Rafale and EFT and shouldn’t be raised in BR compared to them.
Also, who in Israel is pumping up the stats for the M-51 and Namer 30 to be upped in BR?
I see we’re continuing the ‘decompression’ trend by moving more destroyers and cruisers up into battleship BRs.
also you might want to check your table before posting it, you seem to be moving ships from BRs they dont have to BRs they already have?
VFM5 to 9.7 is a joke unless you plan to add thermals for it

We reviewed several vehciles including the 2S38, as well as several other similar vehicles. Such as the, PUMA and Strf 90C.
In terms of thier in game efficiency values, the Swedish Strf 90C, as an example, requires a much greater increase than the 2S38. But for now we have decided not to implement these increases in Realistic Battles. In arcade however, the values for the 2S38 are much more clear that an increase is needed.

Afterburner gives quite the performance increase over standard mig 17 and should be a higher rating in return

I honestly wouldn’t mind the CV9040C getting bumped to 10.7 , unless you bring only light CV90 version tanks there is no real 10.3 lineup as all three of the MBT’s in that BR range is 10.7 anyway so most players likely bring it into 10.7 anyway.

Reason: The VFM.5 while good, is not to the same level as the XM8, Rooikat 105, Type 16, or Centauro 1R, which sit at 9.7. If the effectiveness is too much, please consider replacing the DM33 with DM23 or something instead. I’ll note that the Rooikat MTTD had DM33 at the same 9.3 BR however.

So with these BR changes you are telling me the XM8 (9.7) and the VFM5 (Going to 9.7) perform nearly the same when the XM8 is better in every regard except ammunition? I would love to know what you are cookinng here and not finding a reason to mess over a British tank :)
