Not really, all the captured Russian tanks for Germany get better armor it seems. In the case of T-34s, technically yes if you aim for the strongest parts

But if you apply this logic to any tank, we will end up with what we have with vehicles of certain nations where any average player can just hold W and do well in any tank and a good player will absolutely anihilate anything. Its hard to balance this because if every tank would only be good when played by a good player (which is technically impossible since you would be back were you startet with relative B.Rs of all tanks) then there is no place for the many average to bad players who also deserve to play and have fun in this game.

ive completed nearly every tech tree in this game, over the span of 5 years, balancing this off of “player skill” is quite idiotic, when you can see the german 6.7 vs british, french, or italian 6.7 lineups

Yes, the T26e5 has the same issue as the KV-1E. Great protection with mediocre firepower for its br. Both tanks are very potent in the hands of a good player and are a nightmare to kill for the average player, especially when covered in bushes. But the mediocre firepower of these tanks makes it questionable to move them up. Very hard to decide for Gaijin what to do with them so I think they leave them so even average players can have some fun with them every now and then, while not having to tryhard to get a decent match.
the br for the xm800T needs to be 9.3 and type 87 rcv 8.0, there is no reason why the xm is a full br lower while being better in every single way except for a decent penning dart (which you have to grind for a day to get), the rcv doesnt even get a stabilizer so it cant pull off the absolute gremlin plays the xm can.
