Yes there could be variations, but statistically this would be the case, we have plenty of old data that confirms this.
This said i have no problem if they unlock 13.0 to everyone because the only thing that really changes for me is that now i always prioritize the enemy 13.0 above everything else, ignoring the Su-25 that flies 4km on my left, in the case everyone is 13.0 everyone would be “prioritized”

queues arent bad but it takes them years to add anything to sim

There isnt really queue times for sim. The question is available lobbies. Some BR brackets there will be a dozen lobbies. Others, none.
hey 10 years is FAST in gaijin time!! it took them only 8 years to fix the game-breaking bug that robbed you RP (me personally got robbed by millions of RPs) when you left a match and began another one with a non-spaded jet!

Not usually. 10.0-13.0 seems to be quite popular
I think prop BRs are usually where you may struggle to get a lobby.
Prop sim is a lot harder and a lot slower pace

Prolly because finding planes is easier with the help of radars and other sensors, imagine flying hours to make first contact
There is that, and there is also SAS mode which actually makes flying aircraft easier, but is only available for some aircraft, common on higher BR jets,
Also quite a few play SB for grinding, so BRs with premiums get played a lot. Mig-23ML gets heavily spammed for example
