In my experience (not a lot)
The F-4’s radar eats ground clutter like crazy, but I learned to fly low and tilt the radar up.
So everytime I send an aim-7 they usually find their mark unless my kill is stolen.

Its not broken,just US curbstomps at both brackets so everyone plays that. And B-52 have way more bombs than Tu-95 so it will also be way more useful.
