MiG-23 with 2 R-24R that cannot shoot anything under itself and have to fly with nose pointing on horizon to even keep MTI, compared to 4x 7F Sparrows on F-4S with PD radar that can actually shoot from altitude or when hugging ground? Yes. F-4E is there only as nuke carrier, its the sole reason to use it. Same for the 23 in this event.
Right now the balance comes down to how many players on your team know what they’re doing/how to play their aircraft. The 1 match I lost was the one where I was the only one who knew how to use the aircraft provided. (My team didn’t know how to swap ordinance/fire missiles, use countermeasures, etc)

why would anyone use the 9.12? its just simply worse due to the fact that it doesnt get R-73s

Its not. 24R have IOG and wont go after first flare. Its basically guaranteed kill if it just doesnt get gaijined and suddenly fly straight or smth which happens sometimes.
