My loadout and bomb chart LEGION's Ladouts is finally 100 % completely up-to-date

For the SBD-3 - does the loadout depend on structural upgrades to work? I’ve got all but “Cover” and it’s saying the loadout is unbalanced.

EDIT: Just unlocked the “Cover” and it’s still not letting me set the loadout.
