In my game settings, I can’t change the shadow quality or effects quality at all. The shadow quality is stuck on Ultra, and the effects quality is stuck on High. I’ve tried many things, including deleting the config files, but nothing works. The thing is, with effects quality set to High, I literally can’t see anything when firing the guns in-game.

Check so that your config file isn’t in read only mode.
I have the exact same issues. I’ve tried the same things and no solutions.
Nvidia app is not changing it, Config is not read only.
Very frustrating, especially in VR sim.
I’ve already checked that the config file is not set to read-only. I’ve noticed quite a few people have the same issue as me. Could this possibly be a game bug?
I have the same problem in the config, I have them set to low, but in the game they are on very high shadow and high effect quality. And when I want to set them to low, the Apply button no longer appears in the bottom right next to OK; it only appears when I change the other settings. The problem started 2 days ago when I opened the launcher and the game checked the files. After that, I entered the game and it stayed on a black screen for 2 minutes, after which an animation with the Nvidia logo and the Gaijin logo appeared, which had never happened to me before. Then it asked me to enter my account address and password.
