Regarding the “Wojtek the Bear” emblem, which vehicles in the game even qualify for progressing towards it? Besides the Japanese premium Type 75 MLRS, I couldn’t even find any rocket ground vehicles above rank III.

Artillery systems should work this decal, the description says rockets or shells of a >120mm caliber.
In-game description is confusing with the word rocket, but on this post it’s clearer :
“Defeat 30 players using tanks with a caliber over 120 mm”

As Sgt_Blop said, you can use cannon OR rockets that are 120mm or higher (caliber).
