A company in a nation made something and only the country that actively uses and bought them gets access to them

Funny thing, last i heared france wasnt instreated in the leclerc evo and wants to stay with the xlr.
The evo being an export advertised to india as example. So leclerc evo for UK when?

Is the Evo in use by India? No. Was it made by KNDS France, aka Nexter, for France, with pure French tech? Yes. It’s that simple.
The lynx prototype is owned solely by Rheinmetall deutschland, meaning Germany.

Why would it be in tech tree? Its not in mass production nor adopted by any military?
Neither is the KPz-70, Radkampfwagen 90 or Bagelpanzer and they are still in the TT
