Not necessarily true. The only fact we know is that they haven’t been pushed to the public dev files. Gaijin has internal and nightly servers, neither of which are public, we don’t know what’s on them. For example, the big 2021 CDK leak happened because Gaijin accidentally pushed files from internal to dev.
The changelog only contains vehicles which are in the dev files. Just because something isn’t there yet, doesn’t mean it doesn’t exist internally.
If by this you meant that if something is not in the dev server, it won’t come, then you’re wrong. There have been countless additions which only appeared on release, after the dev server(s), for example:

Yeah imo su-27sm best 13.7 then it’s f-2, then it’s probably j-10a, then it’s probably gripen. I just like having infinite counter measures

Eh I barely find a difference between bol chaff and large chaff, though bol flares stink compared to large flares.

SAAB did, but the company doesn’t matter. The nation is what gaijin wants which is why Derby was denied for Sweden.
