TE says “The studies made by the German and Soviet Engineers. Note that they are almost identical to the Jagdpanzer 38(t), with some exceptions, such as the single side armor plate.”
So this diagram doesn’t reflect a true Starr, but a new German-Soviet vehicle.
I can see a reload buff being fair, but the rounds are still on the opposite side of the tank from the loader, who still has a less ideal seat for operating the breech.
I’d say something like ~5.0 seconds for the ready-rack and ~5.6 seconds for the remaining rounds is fair. The internal layout improvements should certainly count for something, but it’s still a Hetzer at the end of the day, which is an rather unergonomic vehicle (see the timestamped video).
What you said is indeed correct.
However, the basic structure of the Starr gun mount used on the GAZ-75 was faithfully reproduced based on the design drawings of the German Hetzer Starr. I consider it appropriate as a comparison diagram with the normal Hetzer.
