Su-33 is at 13.0 and J-15T is at 14.7.
Plus there currently are not su-33 operating on working carriers.
The only operating navel flanker is the J-15 series.

I don’t know, but maybe they’ll add ECM to the game someday when more planes are equipped with it. The game is constantly evolving and being updated—just look back a few years and see what the game and its mechanics were like 6–8 years ago. Things have changed a bit, haven’t they? :)
Meanwhile we still don’t have an f14D or half of the Mig29/35s.
