its a basic employment manual, it doesnt show any specs except wingspans of russian and american aircraft

Something being sold on ebay is meaningless. Plenty of export restricted manuals are sold on ebay. So its not any sufficient proof that it may be for sale on any website.

You need to post offical proof: Source Material: Restrictions on Classified and Export Restricted information (“Military Restrictions”)
