I would just expect better from a nation vying to build an arsenal worthy or challenging some of the large militaries of the world, even the continued usage of the BTR-60 and M47 seems a bit outdated all things considered.
And I would definitely agree that North Korea’s domestically produced alternatives to Western tech is nowhere near as technologically relevant as they have insisted; it is all just propaganda of course. But at the very least I believe there is an active attempt to provide the same capabilities.
To my knowledge, Iran has yet to bring out any armor that truly leaves defense analysts guessing as much as with the inherent secrecy of NK-made designs.
It also depends though, if it’s used by the IRGC solely, I can believe it being a simple modification since they’re a paramilitary force essentially. If it’s used by the IRIA too, then yeah it’s a bit more surprising.

I gotta say, I was a little skeptical of an Iranian ground tree at first, but this looks like it could be a lot of fun, so +1! That said, I think a tech tree version of the M36 and the Sherman would be nice, considering their heavy use in the Iran-Iraq War.

Here there are many images of a new project the Soleiman 402. It is a modified M-60. It has more protection, new communications equipment and a new fire prevention system.
As reported by the Western press, which studied the details of the project, among the changes visible to the naked eye one can notice the placement of additional armor on the hull and turret, presumably also covered by dynamic protection units.
On the sides and rear of the turret is a metal body kit mounted on a faceted structure, which seems to provide little protection given its thinness. Armor was added to the front of the hull, various equipment was installed on the turret: smoke grenade launchers, electronic devices, a weather sensor, a remote-controlled M-2 machine gun cal. 12.7 mm
The original gun is now covered with a massive casing, probably to reduce the thermal signature, although this may only be for aesthetic purposes.
Visible in the front of the turret is an electro-optical countermeasures system similar to the Russian-developed Shtora-1 system used in the T-72 and T-90.
