Loadout is entirely a balancing decision and Gen 5 IRs have not yet been added to aircraft in game. Otherwise the Tornado F3 Late, Tornado Gr4, Sea Harrier FA2, RAAF F/A-18 A and Typhoon FGR4 would have ASRAAM for example. And this has been happening for years. Which is why many aircraft dont have Aim-9Ls or Aim-9Ms that had them IRL.
When they are added, they will be added to all at the same time. This will likely be the F-18E and it will go up in BR accordingly, but it will not be added in a vacuum. It will be added alongside ASRAAM, IRIS-T, Python 4/5, etc etc for appropriate aircraft.

As much as I would love to have ASRAAM on the Tornado GR4. I kinda dont want it to be about 13.3. 12.3 is already pushing it.
Also… btw… Aim-9X sucks compared ASRAAM and MICA IR which are going to be the meta missiles when they get added. I reckon they’ll need to be heavily nerfed to mitigate their performance.
F-18E with 9X vs Typhoon with ASRAAM. The F-18 is screwed.
It has been confirmed repeatedly when AIM-9X and IRIS-T and similar were introduced for the new SAM’s, that those missiles will not yet be added to aircraft yet, and for quite a while not.
Of course those missiles are carried IRL by a wide variety of aircraft, but WT is not there yet…
AIM-9X is not a weapon currently in game. Hence why the F/A-18 will not have it yet.
Multiple aircraft already in game could use AIM-9X. But it would not come without similar IR missiles for other nations.
