I have read all the original memorandum on armour and shells regarding the 15" from 1939-1946, and the conclusion is clear: there was no “improved” version of 15" ever entered service. Between 1939-1941 there were severe issues with British 15" quality that many shells failed the pre war acceptance standard 1750ft/s against 12" C at 30deg, to an extent that they had to temporarily relax the criteria to 1950ft/s in order to avoid situations where not enough shells can pass the proof test. The navy blamed the manufacturers for poor qualities control while the manufacturers insisted that the failure in proof was rather due to improvements on the testing armour quality. In 1943 the ROF (Cardonold) worked on some shells with improved treatments and managed to reliably punch through the testing plate with 1500ft/s and even slower velocity, finally debunked the manufacturers’ excuses.
So the Cardonald shell was experimental intended to convince the main manufacturers, namely the Hadfield and Firth, to working on improving their qualities control. It was proposed to revised the proof standard to 1500ft/s based on the performance of ROF shells but was eventually dropped, and by 1946 the proof standard remained identical as prewar standard, 1750ft/s. At this point all works on improving shell performance had been halted as the era of battleships clearly had came to an end.
It is, but not a British 15" exclusive issue. All high calibre naval shells are underperforming by roughly 10-25% by the current formula and the “ranking” of shell performance in the game is more or less historical so even if something was done to improved the penetration formula, the gun will remain its place albeit with a bit better looking numbers.
Still waiting for the Naval Arcade aiming “changes” (ruining) to be reverted, or at the very least fixed. I will not be playing Naval again until the major issues are addressed. We have been asking for a discussion for months now and still have not heard a single word from the devs/managers/mods. I will continue to spend my time and money elsewhere. I have been a huge advocate and supporter of Naval Battles but that is over until we have a constructive conversation:
So you are the one those who cause the current state of naval then. With tons of bugs, imbalances, broken mechanics, stagnation of gameplay developing you were content with all of this as a customer. And only now you discontent for change that make NAB more realistic, more balanced and more playable for new players.

There’s so many things wrong with what you just said;
Firstly Vanguard as it states in the devblog, is in her 1945 configuration… not 1950’s.
Secondly, Vanguard is a 1938 design really first concepted in 1935, it just took a long time to build her due to carpet bombing and freezing of capital ships to make cruisers.
Thirdly Bismarck and Tirpitz will be more busted than Scharnhorst better armour, same ROF, bigger guns.
Fourthly, Gneisenau could potentially get the 38cm (15") gun refit which was started, then again I wouldn’t recommend it as best estimates for RoF fall to somewhere around one 1-0.8RPM. which is abysmal.
Also Germany does just fine with Scharnhorst still people act as if because it isn’t the undisputed king in the game its bad or something. Though I do agree they’re falling short with backups, that’s the price you pay for not building anything between a WW1 ship and then a treaty breaking behemoth. Italy and France are in higher need.
Seeing as the royal navy now has another of its crown jewels (rightfully), I hope to see more obscure RN ship/boat classes be added to the tech tree to hopefully thicken the lineups.
I don’t care, British players can whine all day about their mediocre vehicles for all I care, but they can’t whine at all about getting the short end when it comes to getting new vehicles. Meanwhile as a French main, I’m forced to accept I only get small drops of content at max, Japanese players are even at worse stakes. I wouldn’t be surprised if we only get a ship as is usual by Gaijin fashion.
I agree that France and Japan both sorely need Thier respective issues solved. I think if gajin focused more on the non top tier content or postponing pushing to the next set of flashy new jets, then issues can finally be fixed in orderly fashion.
