Wrong, in the ARH meta, not having HMS is the difference between having to lead the entire plane’s nose (or at least the general direction through the tall ACM mode) and just spamming HMS with your plane at a notch—enough angle to sling another fox-3.
In conclusion, its the difference between being forced into defensive fully or not if someone caught you in a bad position, as HMS works as an uncaged ACM.
Literally competitive players abuse HMS to stay as close to notch angles as possible, but sure, keep your delusions going.
F18 at 14.0 is by far the the worst jet at the BR. A f18 at 13.3 with 6 120’s will be the same.
Best leaving it at 12.7 as there’s enough dead f18s as it is

Not the one in game. Came with an upgrade, in the early 2000s. The one, in game is late 1990s so has none of the equipment to use them. That equipment only came default starting the F/A-18C iirc and the CF-188 is an F/A-18A variant.
Uhhh- there is no CF-188A+ or well that’s not the name I’ve ever seen used. It be more likely CF-188 IMP I.
