You need to collect actual data if you want to make a post like this with any hope of something constructive coming from it. Coming in here with a sample size of 2 games and a bunch of anecdotal whining is literally as pointless as it gets. Germany only has a paypig lineup for 7.0 so not msny queing and most are going to be 8.3 playing turms.
7.0 should be getting downtiers.
But you do realize a full downtier only happens less than 25% of the time even if it was completely random? You dont get uptiers or downtiers, theres 5 brs total in your possible bracket, not 2.
