this is from a standard aircraft characteristics for the F-4S showing that it can only carry 7’s and 9’s. what else would it be?

Another potential historical buff the F-4J/F-4S Phantom could receive is the AN/ALE-37 countermeasure dispensers allowing up to 1500 + 60 of flares/chaff without using up any of the air-to-air armament pylons:

You mean the NASA F-15B with the Phoenix test missile.
It’s a modified Phoenix to test hypersonic speeds. It is in service , but for experimental purposes, it doesn’t have warhead and it’s way lighter than the real Phoenix.

Anyway yes it was tested to an extent, but it’s unknown to me in what regard. The main problem is the lack of a radar capable of guiding it, meaning this was likely meant to act in tandem with AWG-9 carriers, if ever adopted that is.
