Tornado F3 Late has even worse maneuverability.
And everything else lacks advanced medium range air to air missiles at 12.7.
The few things at 12.3 with them are far inferior to the F-4F ICE.
Maybe introduced when those were, but definitely without the 120’s, ARH should be for all nations simultaneously. No R27ER or phoenix imbalanced situation again.

you forgot to think about uptiers, which will happen 95% of the time in an F4F ICE. 12.7 will almost always fight at 13.0.
lets make the I-153 and I-15 11.0 then. if they can get kills at top tier they will be even better below top tier right?

You’d have to prove germany used the Triple maverick mounts, of which it would only be for the 65D, as the 65G is too heavy for a triple or even dual mount.

ICE doesnt even use F-4E FCS so why would it be capable of something never considered during any of its modernizations.
