It’s not, the selection of the MJU-11(uniform 30 units of Chaff & M206 standard family of flares) or MJU-12 (uniform 15 units of MJU-7 Large (MJU-17 extra large 6 unit flare Magazines for the ALE-40 also exist used by the A-10, F-15, B-52 and B-1)) Countermeasure magazines is up to the mission planner depending on the predicted threat. Each ALE-40 Dispenser can be fitted and programmed as needed
Gaijin has yet to provide that level of control over the defensive suite (I’d have personally much preferred the addition of the ALE-50 & ALE-50IR Towed decoys) so, it’s up to them.

To get it out of the way, and give it time in the sun before 5th Gens inevitably arrive to clean house, and provide an eventual interim airframe that can receive the -9X / AIM-260 to combat them, at a higher BR than the prior Block 50(+).
Thats what I don’t understand, with “time in the sun” its more getting mushed into paste on the sidewalk and being left there to rot, with the introduction of 5th Gens the PoBIT will get squashed more until its literally avoided like the plague and at that point you’re better off using any other airframe at a lower BR to play rather than play the PoBIT that will face 5th gens. BTW what source explicitly states the F-16 PoBIT will receive the AIM-260? The only 'Source" I found was Wikipedia and that doesn’t even explicitly say the PoBIT will receive the AIM-260.
Honestly, I won’t be surprised to see F-15E RMP being added in the next update and F-15EX being added in the update after the next update or with 5th gen
Because Gaijin knows that when it comes to US mains, for better or worse, they will love any vehicles they get even if it sucks or if it’s copy paste, or if it serves no purpose over other existing vehicles. They’ll still grind it, play it, make videos about how great it is to see it in-game (free advertisement on behalf of Gaijin) and reward Gaijin with cash.
Contrary to what you may believe, there are a great number of players (mainly US mains) who enjoy this addition, and because there’s a market for it, it serves a purpose in that regard.
It SHOULD be one of the better equipped SEAD/DEAD jets in top tier apart from them adding Growlers.
At the moment it’s just another one of those USA tech tree vehicles that is missing tech to balance it in the game.
The CJs SHOULD get HST pods to track radar and allow uploading GPS guidance to PGMs like the reduced signature JSOW and targeting for HARMs.
The F-18s and F-15s that are in game don’t have as good built in detection.
