As already stated, the Mig-29 you are talking about is directly stated to be an initial production run 9-13 and has all the features of an initial production run 9-13, said run went on for 2 years of production, so even if we considered it to be from the tail end of that run, its still got 2 years before the missile existed.
East Germany, you do know that a unification occurred in 1990 right? The soviets did not just leave with all the gear they gave East Germany, and the Mig-29Gs were some of the things left behind.

My mistake, you are correct, they have the 9-12A, which is an even earlier Mig-29 export make from 1983, dunno what that changes in this situation given only the Mig-29G gets R-73s.

Honestly, this could be the perfect aircraft for 14.7 USA, since it would have an AESA radar, better engines (F100-PW-229), and possibly a 12–14 missile loadout depending on how generous Gaijin feels at the moment. The F-15C Golden Eagle has double pylons for missiles, but it somewhat lacks the flight performance of the F-15E due to its engines, and this aircraft could be the ideal option while we wait for the F-15EX.
FYI it has been denied at least for the next update
Oh, but why? Is it because there isn’t enough information, or for balance reasons? If it’s the latter, I still think the Rafale, Eurofighter, and Su-30SM2 would be better, but it would help close the gap between those aircraft and the top dog of the USA air tree.

next update could mean major or minor he could be bending the words but since you know everything you should already know that
