Part of the video claims is that not showing the full document means people can manipulate what data they show and can show things without context. That is their opinion, not mine. Keep in mind, he also hasn’t uploaded the full document because “its 100’s of pages.”

The TV Channel should be a copy paste of the TPOD the plane can equipped. The PIRATE and OSF don’t have independent sight values (magnification, Thermal gen…). The only change is that without carrying a TPOD the elevation and azimuth limits are those of the onboard camera, and when equipping a TPOD they become the limits of the TPOD
