But the French Alpha Jet E has no air-to-air missiles, no countermeasures, no telemetric radar or RWR and is 8.7, whereas the Chilean A-36 Toquí has all (except for countermeasures) that only sacrificing some top speed, I think it could even be 9.0

Did the Toqui have an RWR? Was it the Caiquén-II? Because of the strange Aneta on the tip of the vertical stabilizer?
It is possible, although I cannot confirm it 100% yet; I have not been able to find any documents on the subject.
At the end the photo does show the A-36 Halcon with the double 12.7 mm machine gun pod, since in the same publication they mention that the pod was seen on aircraft number 413, the description of the image has that error since they wrote 7.62 mm instead of 12.7 mm, so i added that pod to the list of available armament.
I also found this photo of some A-36 armament, in the front you can see napalm tanks manufactured in Chile by ALAMANT (the white ones with light blue stripes), by their size they must be the 100 gallon ones (378 kg) so I also added them to the suggestion.

Would essentially be a better Alpha Jet TH found in the Japanese TT at 10.7, could maybe even work at 11.0 especially with its diverse weapon loadout

Uhhh absolutely not? It only has two missiles, which not only are far worse than Aim-9Ps, but the Alpha Jet TH has Aim-9P-4s man, those have Aim-9L seekers. Not to mention it doesn’t seem to have countermeasures or even an RWR. It wouldn’t even sit above 9.3, and would likely be a 9.0 aircraft depending on the state of compression when/if it gets added.
