The MiG-29SMT 9.19 is a export 4+ generation multi role fighter made by the Mikoyan bureau, designed as a platform to upgrade older Fulcrums to modern standards by giving it brand new air to surface capability, new multifunctional multi-mode pulse-Doppler airborne “Zhuk-ME” radar manufactured by “Fazotron-NIIP”, in flight refueling capability, INS-GPS navigation upgrades, a brand new cockpit featuring two 10 inch MFDs and HOTAS and the intragration of the MIL STD 1553B standard. It allows to install aboard the aircraft the new systems of Russian or foreign origin at the customer’s request. With Algeria becoming a operator of the MiG-29SMT.

In March 2006 Algeria would order 28 MiG-29SMT alongside 6 combat trainers known as the MiG-29UB 9.53 aircrafts. With Algeria becoming the 3rd country to take any interest in the SMT modernization program for the MiG-29. And with the specifications asked by the Algerians would lead to the creation of the MiG-29SMT 9.19 with extra fuel inside the dorsal spine of it, which was lacking on the earlier 9.18 operated by Yemen and Eritrea, however the new dorsal fuel tank would also differ from the MiG-29SMT 9.17 which featured a much larger dorsal spine fuel tank. With the 9.19 spine shrinking down about half way down the fuselage, this was to fix the aerodynamic issues the 9.17 faced due to its large fuel tanks. With the new model ready deliveries would start in December 2006 to the Algerian air force, with 15 having been delivered by May 2007. Suddenly it would be announced that deliveries would be halted due to Algeria refusing to take in anymore MiG-29SMTs and halting any payments completely by October. The reasons claimed by Algeria was poor quality avionics components and other onboard equipment, also the legal issues of the airframes being agreed to be brand new airframes as per the documents agreed upon but in reality pre existing airframe from the 80-90s would be used instead. After the legal fallout and Algeria losing all interest in the MiG-29SMT small fleet of SMTs and UBs would be returned to Russia as their flight time was still relatively low between 100-200 hours on the airframes. However Algeria would agree to buy 16 extra Su-30MKAs as a form of compensation for the returned SMTs, and the all 28 SMTs agreed upon in the original contract would still be built and the Russian air force would later buy these in 2010 along side the UB 9.53s
