I would assume it helps with angling too. (Im only halfway Royal Navy, so no experience with Rodney)
If gaijin wants these two premium packs to achieve better sales, please increase their loading speed. Even if you hit the enemy ship hard with one strike, as long as the bot ship uses anti-aircraft guns to scratch the enemy ship’s paint, 90% of your earnings will be confiscated
