Yes, of course there are good changes and there will be more to come, but the hull penetration of the arrow is a very bad change, while all the documents have shown us armor penetration far exceeding this.

Comparing OFLT with 30mmAPFDS and 35mmAPFDS with 35mmAPDS at 1500m-2000m, OFLT seems to be inferior to 35mmAPFDS at 2000m. Even the larger resistance 35mmAPDS and smaller caliber 30mmAPFDS have only a slight gap with OFLT within 2000m. OFLT has weakened from a projectile mass of 550g to 340g, and its resistance does not seem to have been reworked. Now its penetration value can be surpassed by the smaller caliber and lower mass 35mmAPFDS at 2000m

Still the source that claims the 3000mm of concrete just mentions “more than 1000mm” of rha, the 3000mm of concrete doesnt really tells much by itself, does even nato has an standarized concrete penetration test? Because if not, it is pretty much meaningless as you can have concrete of much different densities.
Gaijin has implemented my reports before on concrete penetration, so that isn’t an issue.

I did a test drive a little while ago and yeah now they’re struggling to hit consistently even on stationary tanks. About 3/10 shots were near misses, 1/10 full misses.

After talking with another Gaijin staff, the issue is there’s a primary source conflicting with another primary source. One source stating 1,000mm RHA/2,000mm concrete penetration needs two sources to override it rather than just one stating 3,000mm concrete penetration. It becomes a conflicting report that requires a third primary source that gives a specific value.
Their sh#tty penetration formulas are like gospel to them, even though they contradict actual test information with almost every shell that has info available…
