I think Chile works best as part of a South American tech tree.
Bolstering whatever primary country is chosen for said tech tree, rather than being a sub-tree to a tech tree that can be as large or larger than France.

Spain is to be in the Italian tree i believe… and that will had no sense to do with to mix counties far … instead with the close one…

Chile also has battleships and pre-Dreadnaughts. At least remove Cyprus from the list and put Chile alongside Greece. Cyprus doesn’t make any sense, and Chile has more players in the game.
